On April 13, 2003, Saakashvili announced his intention to run for president of Georgia in the October 2003 national election. On July 27, 2003, the Central Election Commission disqualified Saakashvili from the candidacy for lawful reasons. Georgian Center for Strategic Studies chief Irakli Kinashvili, Saakashvili’s campaign manager, appealed the decision at the constitutional court, where the court quashed the Central Election Commission’s decision and ordered a new presidential election.
On October 2, 2003, Saakashvili was re-elected president of Georgia by 91.14% of the vote.
The 2003 Georgian presidential election, in which former Georgian president Eduard Shevardnadze was opposed by former Prime Minister Zurab Zhvania, was won by Shevardnadze. However, the election was indirectly won by Saakashvili, as Zhvania’s candidacy conceded victory to Shevardnadze and helped to discredit Shevardnadze.
